From the point of view of investment appeal the Neman District has huge potential for attraction of investors from different regions of Russia and from abroad.
The geopolitic situation of our frontier area creates favorable conditions for development of economy, business and the international partnership. Priority directions of the international cooperation and investment activity are:
1. Stimulation of economic and scientific and technical cooperation
Support of cooperation in the field of transfer of technologies and innovations, scientifically technical cooperation that is one of key factors of economic growth and competitiveness of the enterprises. This direction basically covers sector of small and average business, which is considered as the important engine of development of economy, the most flexible and innovative sector quickly adapting for change of needs of the market.
. Development and modernization of an engineering infrastructure
Development and modernization automobile, railways and a water management, development of the design documentation on an engineering infrastructure. In 2005 construction of the bridge through the river Neman and the international road in area of settlement Doubki of Michourinskij Rural District is planned. Through Zhilino there pass iron and automobile roads of federal value on which the wood and oil from Krasnoznamensk District are transported. There is an opportunity of the equipment of a freight yard with access roads.
3. Preservation of the environment
The Neman District differs uniqueness of an environment and a landscape, presence of natural resources. However the area and first of all the town of Neman tests environmental problems (dump of the crude drains and export of waste products). Construction and modernization of clearing constructions of water supply and water removal, creation of uniform systems of gathering and processing of waste products, ranges will allow to improve a condition of an environment of town and rural districts.
4. Cooperation in the field of power.
Joint projects on use of a biomass as fuel. In territory of Rural Districts of Bolshoje Selo, Zhilino, Rakitino, Michourino there are the largest forests with deposits of peat. In territory of Rural districts of Uljanovo, Lounino and Malomozhajskoje there are bogs with insignificant deposits of peat which now are not developed. Presence of access roads will allow to carry out development of peat deposits and transportation of peat briquettes at any time year.
. Welfare sphere and development of a labour market
The purpose of a direction - to generate dynamically developing, highly educated and healthy society by realization of joint activity in sphere of education, sports and public health services, granting of high-quality services in spheres of public health services and social security. Spent development of a labour market is capable to bring in the significant contribution to decrease in a rate of unemployment in district, increase of incomes of the population, adaptation of workers to needs of the market, to increase of professionalism, amplification of feeling of confidence and social unity.
6. Creation of the enterprises on development of minerals and manufacturing of products from a local source of raw materials
As a result of carrying out of prospecting works in the beginning of 1990 in territory of Rural District of Lounino deposits of clay, suitable for manufacture of a building brick have been found out. Deposits have useful thickness of a layer from 3 up to 14 meters, on the average thickness of a layer makes 8 meters. Estimation show, that stocks of qualitative clay make 3,5 million in m3. In Zhilino also there are stocks of the clay, allowing to organize manufacture of ceramic products.
7. Development of trading enterprises, a meal and consumer services of the population
The sphere of consumer services on village is not advanced, because of a low standard of living, low solvency of the population, the demand of services of household character is insignificant. Development of manufacture and employment of the population in aggregate will provide development of sphere of household services. In rural districts there are experts in the field of hairdresser's services, a sewing affair, repair of home appliances, repair of footwear and others.
Investment activity of the enterprises and the organizations of area in 2003 is characterized by the following data: the total amount of investments into a fixed capital for 2003 has made 212700 thousand roubles or 442 % to volume of investments for 2002. It is got new basic means for 6291 thousand roubles or 14 % to a level of the last year. In 2003 90 % of investments has fallen to the enterprises of the industry, 5 % on an agriculture and 1 % of total amount on the enterprises of transport.
