Municipal formation "Neman District" actively takes part at projects of the international cooperation since 1992.
The head of Neman District on July, 2, 1999 had been signed the contract on creation of Euroregion "Saule", into which enter:
- From the Russian side - Sovetsk, Districts of Neman and Slavsk of the Kaliningrad region;
- From the Lithuanian Republic - Districts of Taurage and Siauliai;
- From the Latvian Republic - region Zemtale, District of Elgava and the city of Yelgava;
- From Kingdom of Sweden - province Skone.
Signing of the contract has taken place in Shauliai the Lithuanian Republic.
With a view of development of cultural and economic relations between District of Neman and German city Ploen the delegation of municipal formation "Neman District" has visited from June, 13 till June, 17, 2000 Germany (Ploen) where the agreement about cooperation with society "Tilsit-Ragnit" has been signed. Within the framework of this agreement the cities of Neman and Ploen were visited by sports and cultural delegations, schoolboys, both from ours, and from the German side.
With a view of development of friendly neighbour's relations and improvements of bilaterial mutual understanding between Neman District and District of Jurbarkas of the Lithuanian Republic on November, 25, 2003 have been signed the Report on intentions of cooperation, and the contract about cooperation on April, 24, 2004 is signed..
On February, 02, 2004 with a view of development of frontier zones by District of Shakjaj of the Lithuanian Republic Euroregion "Sheshupe"has been founded.
Euroregion "Sheshupe" unites the following municipalities and self-management:
- 6 Lithuanian self-managements (Shakiaj, Vilkavishkis, Kazlu Ruda, Kalvarija, Mariampol, Jurbarkas),
- 4 Russian municipal formations (Krasnoznamensk, Nesterov, Gusev and Ozersk),
- 2 Polish (Goldap, Kovale-Olezk),
- 1 Swedish self-management (Ekshe).
On March, 25, 2004 the decision on the introduction into Euroregion "Sheshupe" of municipal formation "Neman Districk" was accepted by Neman regional Council.
On April, 25, 2004 at the session of the Council past in Kazlu Ruda of Republic Lithuania, the Neman District has been accepted in Euroregion "Sheshupe".
On April, 21 2005 delegation from Neman District led by A. S. Melnikov went to Poland for the conclusion of the friendship treaty and cooperation with the Polish city of Ostroda, intention about which has been signed in February, 2005. The agreement in the field of education, cultures, sports, enterprise activity should ratify at the nearest session of regional Council in May of the current year

y Head of Neman city district Alexander Melnikov left in the Belarus city Lyda with the purpose of signing of the Agreement on an establishment of partner relations.
The draft agreement has been confirmed by District Council of deputies on April, 25th, 2007. In particular the sides plan to develop cooperation in agriculture, industries, business, trade, in the youth policy, etc.
The structure of delegation of Neman city district included the deputy of District Council V.A.Shulga, the assistant to the Head on the international connections and public relations E.V.Dunaeva.
Signing of the agreement has been dated for celebrating Day of Independence of Belarus on July, 3rd. The same days in Lyda the third industrial exhibition « Lyda-Region 2007 » has opened. Solemn ceremony of opening of Day of Independence of Belarus, III-th regional presentation-exhibition « Lyda - Region-2007 » was spent on the central area. Chairman of a district executive committee A.P.Hudyk opened an exhibition. With a congratulatory word to inhabitants of Lyda Head of Neman city district A.S Melnikov has addressed also.
